Key Proposals:
The Goal: To establish a unified precinct approach across Williams Esplanade Reserve, Tom McDonald Park, and Goldfinch Park that balances community well-being with world-class visitor attraction, while fulfilling statutory obligations under the FNQ Regional Plan 2026.
Williams Esplanade Reserve: Reconfiguring the beachfront promenade to prioritise pedestrians over vehicles, removing 71 beachside parking bays, establishing a 300-metre central promenade with heritage and cultural storytelling, and launching the 18-marker "Palm Cove Biodiversity Trail".
Tom McDonald Park: Activating the area as a community wellness and village garden hub, featuring a collective garden, outdoor exercise equipment, a yoga deck, an upgraded pétanque piste, and a rock-lined watercourse.
Goldfinch Park: Developing a gateway and trail hub for the newly proposed "Wangetti Wander"—an accessible, continuous walking and cycling loop trail connecting Palm Cove, Ellis Beach, and the Macalister Range National Park.
Infrastructure Relocation: Shifting public parking (150–300 bays) and the public bus terminus off the Esplanade onto Lot 100 via a public-private partnership or compulsory acquisition to unlock the pedestrianisation.

The Goal: To ensure Palm Cove is recognised as a Strategic Accommodation Precinct that can house high-end international visitors and officials during the 2032 Games.
Key Proposals: Integration of Palm Cove into the Olympic transport/shuttle overlay and the "acceleration" of the Northern Beaches Trail (the "Wangetti Wander") as a global tourism legacy project.
Capacity: Showcases that Palm Cove provides 10-14% of the region’s premium resort rooms, making it vital for the Games' success.

The Goal: To move beyond treating Palm Cove as a standard residential suburb and formally recognise it as a Strategic Tourism Precinct with its own statutory protections.
Key Proposals: Includes formal mapping of the precinct, character overlays to protect the village feel, and the inclusion of 7 priority infrastructure projects (including the Williams Esplanade Reconfiguration) in the State’s infrastructure plan.
Economic Impact: Highlights Palm Cove’s $345M annual contribution to the regional economy.
